Bauman Professor of Political Economy at the University of Maryland and a former Fellow of the Institute of Politics at Harvard and of King’s College, Cambridge University. His previous books include The Decision to Use the Atomic Bomb. His articles have appeared in the New York Times, the Washington Post, the Los Angeles Times, the New Republic, the Nation, and the Atlantic Monthly.
